18 state representatives wrote Gov. Rick Perry urging him to commute Napolean Beazley's death sentence because he was a juvenile when he killed John Luttig. The court has not yet ruled on Beazley's appeal. The Texas Board of Pardons and Paroles last month voted 10-6 against recommending commutation.
