A Baltimore County judge has resentenced former death row inmate Kevin Wiggins to life in prison

A Baltimore County judge has resentenced former death row inmate Kevin Wiggins to life in prison. Wiggins, 43, was originally sentenced to death for the 1988 drowning of Florence Lacs, 77. The U.S. Supreme Court overturned his death sentence last year (see JUNE 26, 2003, but also Sept. 20, 2001) although the conviction was left intact. Under the deal with prosecutors, Wiggins has waived future appeals. Since Wiggins has already served 16 years, he's eligible for a parole hearing, but parole for inmates with life sentences can only be granted by the Governor.
