a bill which envisages ratification of the Second Optional Protocol to the International Covenant on Civil and Political Rights, aiming at the abolition of the death penalty, was presented to the Turkish Parliament Speaker's Office. Under the protocol adopted and proclaimed by the UN General Assembly on December 15th, 1989, no one within the jurisdiction of a state party to the Protocol shall be executed and each state party shall take all necessary measures to abolish the death penalty within its jurisdiction.
