A death row inmate whose case never got a full federal court review because he didn't have a lawyer until recently was spared execution as federal courts approved a stay. Thomas D. Arthur, who was to die in Alabama's electric chair at 12:01 a.m. won a decision from the Supreme Court in Washington that left in place a stay of the execution. Arthur, 59, was sentenced to die for the 1982 murder-for-hire killing of Troy Wicker.
