A new Penal Code entered into force in January 1998 and reduced the number of capital crimes, also replacing the death penalty with a maximum of 30 years. The death penalty is now applicable for: terrorism, treason, premeditated murder, rape, aggravated crimes as well as for offenses for which it is provided under the Military Penal Code. Life imprisonment was abolished for economic reasons. "It is a luxury that only rich countries can permit themselves", said Justice Minister Nelgiya Beishenalieva.
