A Senate debate on the Caribbean Court of Justice was postponed after Jamaica's main opposition party filed a court challenge seeking to block establishment of the regional appellate body, officials said. The Jamaica Labor Party, led by former Prime Minister Edward Seaga, argued the court would be invalid since it was not enshrined in Jamaica's constitution. In April, a court threw out an earlier motion filed by Seaga and three civic groups, ruling it was premature to decide on pending legislation before it had become law. However, Seaga took his case to Jamaica's Appeals Court, prompting legislators to call off a long-delayed debate on the court in the Senate, Solicitor General Michael Hylton told independent RJR radio. The court reserved judgment on the matter until June 17. Human rights groups had warned that the Caribbean Court of Justice, which would be based in Trinidad, could open the door for governments to resume executions, something the Privy Council had blocked in recent years.
