According to Ugandan Prison authorities, inmates on death row numbered more than 400. The officer in-charge of Luzira Upper Prison, Henry Tugume, disclosed the fact adding that 60 of them had recently been transferred to Kirinya Prison in Jinja to ease congestion in Luzira. Tugume said Luzira Upper Prison, which was initially built to accommodate 664 inmates, housed over 2,500 inmates.
