Human Rights Watch (HRW) accused Ugandan security agents of carrying out the extra-judicial killing of four men they detained in August 2003, a charge denied by the military. In an open letter to President Yoweri Museveni, the New York-based human rights watchdog urged the Ugandan government to investigate the reported killing of four detainees. "According to our information, the men were arrested by the Joint Anti-Terrorism Task Force (JATF) in Kampala," HRW wrote. "In late August, four of the men were removed from JATF detention facilities by an officer of Chieftaincy Military Intelligence (CMI), which forms part of the JATF, and allegedly executed at a place in Katikamu sub-county, Luwero district," the letter added.
