Amnesty International demanded access to the al Qaeda and Taliban suspects held by the United States at Camp X-ray on Cuba. Christopher Hall, Amnesty's legal spokesman, said the US could be guilty of a war crime if it refuses to recognise the men as prisoners of war with rights under the Geneva Convention and tries them before a military tribunal.
Chris Patten, the European commissioner for external affairs, said the US stance risked "losing the peace".
He said: "I think it is inconceivable that you should see the death penalty being applied by military tribunal. I just think that would be a way of losing international support and losing the moral high ground."
