On the 1st anniversary of Illinois' death penalty moratorium, Wisconsin Sen. Russ Feingold introduced legislation to halt all federal executions and to urge states to do the same. "Illinois should be a model for the Federal Government and all the other 37 states that authorize the use of capital punishment," said Feingold, a Democrat. "Gov. [George] Ryan's decision set off a yearlong, nationwide debate on the death penalty. During the last year, we have seen far too many examples of the death penalty system gone wrong. In the last year alone, eight innocent people were exonerated and released from death row."
