The report said at the end of 2010 at least 40 prisoners were on death row, although there have been no executions since 1999. “Mandatory death sentences violate international standards on fair trials, individualised sentencing is required to prevent cruel, inhuman or degrading punishment and the arbitrary deprivation of life,” the report stated.
