An estimated 200,000 people, mostly Mayan civilians, were killed or disappeared in the 36-year civil war that ended in 1996 with a United Nations-sponsored peace accord between the Government and Marxist rebels. This fact has been described by the UN-sponsored Commission for Historical Clarification as "genocide." The Commission's Report entitled "Memory of Silence," made public at the end of February, is an horrific map of the violations of the most fundamental human rights. The Commission registered a total of 42,275 victims, including men, women and children. The findings of the Commission reveal that 93% of the massacres, devastation, forced disappearances, summary executions, rapes, death squads, denials of justice, forced recruitment, acts of genocide and kidnappings were carried out by the Army or by paramilitary agents, while only 3% can be attributed to the guerrillas.
