An official record from the Philippine police show that 9.5 million people out of the total 77 million population are addicted to illegal drugs.
Trade in illegal drugs in the Philippines has become a business worth 200 million pesos (about 4 million US dollars) a year, or 25 percent of the nation's budget proposed for the next year, the report in the Philippine Daily Inquirer said.
The efforts against illegal drug trades seem to be so unfruitful that Antonio Cuenco, chairman of a committee on dangerous drugs in the Philippine Congress, has called for death penalty to offenders seized with lesser amounts of drugs.
A bill is pending in Cuenco's committee to lower the threshold from 200 grams to 15 grams of the quantity of drugs seized to merit life imprisonment or the death penalty.
