Armenian President Robert Kocharyan told a visiting Council of Europe official in Yerevan that Armenia would not carry out death sentences. He also noted that the terrorists responsible for violence in the republic's parliament on 27 October 1999 would not be executed. The Constitution of Armenia adopted in 1995 allows the imposition of the death penalty, until it is abolished, as a punishment for particularly grave crimes. Meanwhile, some convicts sentenced to death have been kept in Armenian prisons since 1990 when the country gained its independence.
