Around 50 MPs led by Enrico Buemi (SDI) tabled a motion in the Italian Chamber of Deputies calling for a commitment by the Italian government to "take the final steps - at this point urgent and necessary - towards the presentation and adoption by the ongoing UN General Assembly of a resolution in favour of a worldwide moratorium on executions in fulfilment of its publicly-voiced pledge and the mandate of both the Italian and European parliaments."
The motion also calls on the Italian government to "avail itself, as it had done in 1994, of the offer of collaboration and endeavour tendered by Hands Off Cain, the Transnational Radical Party and in particular, and formally, by Emma Bonino."
The motion - that in the premise recalls the official stands taken in favour of the moratorium initiative by the Italian government, the Italian parliament, the European Parliament and the President of the EU Commission Romano Prodi - expresses preoccupation with the grave delay in political terms that has been accumulated with regard to the adoption of the pro-moratorium resolution to the ongoing UNGA, that has now exposed the initiative to the risk of losing everything including the technical possibility of presenting the resolution since the GA has already been underway for a month and the resolutions on human rights already deposited a good while ago.
The motion attributes this delay to the fact that the government, in it's attempt to obtain European consensus, for months echoed unfounded fears and pessimistic evaluations, with the risk of compromising the final goal despite having a winning cause.
The verification carried out only last week by the Italian government, on the basis of a document made available to it by HOC ten months ago, has in fact confirmed that HOC's voting forecast is 98% correct. HOC estimates that a pro-moratorium resolution would be approved by the GA with 95-101 votes in favour, 22-31 abstentions and 60-65 votes against.
