On the "World Day Against The Death Penalty", HOC declared: "the objectives and the message behind the "World Day Against The Death Penalty" are such as to exclude the involvement of Hands Off Cain. We have nothing against an event such as that held on Friday and we send our best wishes to all those who actively participated in the event or who will stop, even for just a moment, to reflect on the over 4,000 executions which take place around the world annually.
However for the organisers, the only concrete initiative taken at an institutional level, solidly and rigorously against the death penalty - that is HOC's campaign to present at the ongoing General Assembly in New York a resolution for a moratorium on capital executions - is an initiative which simply does not and must not exist.
For the organisations participating in the event the objective is "the universal abolition of the death penalty".
The very term "moratorium" is excluded from any official text of the event. The UN General Assembly is not taken into consideration as the place to test the feasibility of a campaign against the death penalty.
None of the promoting organisations is putting pressure on the EU for it to present a pro-moratorium resolution at this year's General Assembly, in fact quite the opposite is true, considering that the most prestigious organisation amongst them, Amnesty International, has since July been warning the EU against taking pro-moratorium initiatives in New York. It is a fact that the main abolitionist organisations within the "World Coalition Against the Death Penalty", promoters of the event, have not taken a stance on the moratorium, and when they have, they have done so with unfounded reasons: "yes, its OK, but now is not the time", "statistically we cannot win", " we risk taking a step backwards on the road to abolition".
Only Hands Off Cain is committed to this campaign and our predictions of certain victory are currently being confirmed by official verification conducted by the European Union Presidency holders.
Obstacles to the moratorium campaign are not just those presented by the retentionist countries, but also those coming from the abolition fundamentalists, that want abolition or nothing.
Other opposition seems to stem from those who hold the absolute position that "the death penalty is a violation of the right to life", those who want universal abolition immediately and those who like Amnesty think that: "This is an historical process which is underway at present but cannot be accomplished overnight."
