At the UN Commission on Human Rights convening in Geneva Bulgaria expressed its firm conviction that the abolition of the death penalty represented a milestone in the progressive evolution of universal human rights standards. A call was also made upon all Governments of those countries where the death penalty was still legal to establish without delay, a moratorium on executions and to consider abolishing capital punishment completely.
