Bounthanh Thammavong, the leader of the Laotian Executive Council for Independence and Democracy, asked Poland for help in preventing the Vietnamese intervention in Laos. Thammavong said, "If the international community remains indifferent to what is going on in my country, Laos will face a tragedy." Thammavong has been in Poland since 1989. He was sentenced to death in absentia in Laos.
