Rwanda faces a judicial crisis because there are more than 125,000 prisoners currently awaiting trial for their role in the 1994 mass slaughter in which more than 1 million Tutsis and moderate Hutus were killed. It would take around 300 years to process each case at the current rate of progress.
The country's judiciary was decimated during the civil war and genocide. Judges were either killed or fled abroad and Rwanda is still attempting to rebuild a judicial system. Many of those implicated in the genocide are either living abroad or preparing to stand trial before the international tribunal set up by the UN in Tanzania, which will not impose any death penalties.
In April 1998, Rwandan Justice Minister Faustin Ntezilyayo announced that the executions of a group of Hutu would be carried out publicly by firing squad in various centers in Rwanda. The survivors of the 1994 genocide have welcomed the announcement. The "Ibuka" organization of survivors of the massacres described the decision as "historic and courageous." The Rwandan Justice Minister said that the public executions would show people that justice is working, and will end a culture of impunity.
On 24 April, firing squads publicly executed 22 convicts. The High Commissioner for Human Rights condemned these executions.
