Capital crimes are: premeditated murder, sorcery, treason, spying, attempt on the Chief of State's life and cannibalism.On August 28, 2000, a peace agreement was signed between the government, major political parties and some armed opposition groups. Two major armed opposition groups, including the National Liberation Forces (FNL), did not participate at the signing. Violence escaled in Burundi immediately prior to the signing of the agreement and scores of human rights abuses have been committed by all parties since. In 1999 62 executions were carried out.
