Capital crimes are: premeditated murder, sorcery, treason, spying, attempt on the Chief of State's life and cannibalism.The conflict between Hutu rebels and the Tutsi-dominated army has killed more than 200,000 people, mostly civilians. This brutal ethnic war between majority Hutus and minority Tutsis began in 1993 when Tutsi extremists murdered the country's first democratically elected president Hutu Melchior Ndadaye. On August 28, 2000, a peace agreement was signed between the government, major political parties and some armed opposition groups. Two major armed opposition groups, including the National Liberation Forces (FNL), did not participate at the signing and refused to recognise Govrenment authority. Violence escaled in Burundi immediately prior to the signing of the agreement and scores of human rights abuses have been committed by all parties since. In 1999 62 executions were carried out.
