Chairman of the State Duma Legislation Committee Pavel Krasheninnikov opposed lifting the moratorium on the death penalty in Russia. “I am against lifting the moratorium,” the lawmaker told Itar-Tass. “I do not mind public debates, as I think we should discuss everything. However, the moratorium on death penalty has no effect on the national crime rate.”
