RUSSIA. COUNCIL OF EUROPE WAITING FOR MOSCOW TO ABOLISH DEATH PENALTY

the Council of Europe is still waiting for Russia to abolish the death penalty, the Council's Commissioner for Human Rights Thomas Hammarberg said.
The Council of Europe will wait for a State Duma decision to abolish the death penalty or at least hope that the death penalty moratorium will not be violated, Hammarberg said at a human rights conference in Pushkino, St. Petersburg.
