in its initial trial, Jinan City Intermediate People's Court sentenced Zhang Zhiguang, former director of Qingdao City Planning Bureau, to death with a two year reprieve for accepting 8.6m yuan in bribes. Zhang was also deprived of all political rights for life and had 130,000 yuan of personal property confiscated.
