China's top judge, Xiao Yang, president of the Supreme People's Court, said crime was on the rise, and called on the country to continue its controversial "Strike Hard" campaign, which rights groups warned lead to abuses of justice. Despite the number of serious crimes remaining high, Xiao said China's "Strike Hard" campaign, launched in 2001, had helped improve public order and called for it to continue to "help maintain social stability."
