Chinese Premier Zhu Rongji promised that China's most-wanted fugitive Lai Changxing will not be executed if Canada returns him to face trial. Zhu reportedly said the pledge is the "biggest concession" China could make in Lai's case, who has been accused by Beijing of being the mastermind behind China's biggest smuggling and corruption racket. Lai Changxing's attorney dismissed a reported pledge from China not to execute the alleged smuggling kingpin if he is sent back by Canadian authorities for trial. At least 14 people associated with him have received death sentences.
