Colorado forbids the execution of the mentally retarded and juvenile offenders

1 MIN READ
Colorado forbids the execution of the mentally retarded and juvenile offenders. The state has life without parole. A three-judge panel decides the sentence. The Governor is fully authorized when he or she deems it proper and consistent with the public interest and the rights of the condemned to commute the sentence in any case by reducing the sentence to life imprisonment or a term of not less than 20 years of hard labor.
