Deputy Minister of Justice Nguyen Van Trong said around 10,000 to 14,000 prisoners were to be freed in amnesties in 2000. However, prisoners who were condemned to capital punishment were not to enjoy the amnesty, but must beg the state president for clemency as regulated by the law, Trong said.
