During the 58th UN Commission on Human Rights, H. E. Mr. Josep Piqué I Camps, Minister for Foreign Affairs of Spain, on behalf of the European Union said that:" .. We consider the death penalty to be a type of punishment which is basically in contradiction with human dignity, and for this reason we will continue to fight in this and in other forums for its universal abolition.
We shall likewise continue to fight, where the abolition of the death penalty is still not possible, at least for moratoria, and for the death penalty not to be applied in extreme cases such as those involving minors or the mentally handicapped."
