the European Union will not accept the death penalty, a spokeswoman said, suggesting that Taiwan should declare a moratorium or abolish the practice. Cristina Gallach said the EU opposes capital punishment and would neither allow its member states to use it nor admit states that employ the death penalty to the group. The EU also encourages allies where capital punishment is legal to impose a moratorium or abolish it by revising their laws, and that would be the message it would send to Taiwan, she said.
