just prior to the 9th EU-China Summit, the European Parliament adopted the report by Dutch MEP Bastiaan Belder (IND/DEM), which was openly critical of human rights violations in China and of Beijing's policy towards Taiwan and Tibet. The report was approved by 351 votes to 48, with 160 abstentions. Deploring the fact that China carries out the greatest number of executions of any country in the world, the EP urged Beijing to abolish the death penalty.
