European Union foreign policy chief Javier Solana expressed great concern at reports of mass executions by Russian soldiers in Chechnya and urged Moscow to set up an independent inquiry. He was responding to German television film of Russian soldiers piling bodies into a mass grave, some of them apparently bound and some mutilated. The film was widely shown on Russian and Western television.
