Federal marshals have been ordered to seize Tennessee's electric chair.The move, largely symbolic and unlikely to be carried out, was precipitated by an unusual filing in federal court in Memphis by a death row inmate, Michael Wayne Howell. With a federal contempt-of-court order fining the state $6,857 for failing to cooperate in an exchange of evidence, Howell's lawyer asked marshals to seize the chair as collateral to force payment.
