Five Illinois lawmakers introduced a bill to repeal the death penalty, 13 months after Gov. George Ryan (R) declared a moratorium on executions after the exoneration of 13 death row inmates. The legislation, which supporters say is unlikely to pass the Illinois House, would substitute a sentence of life in prison without possibility of parole for a death sentence. "The proposal is really designed to stimulate debate," said Jane Bohman of the Illinois Death Penalty Moratorium Project, a group that joined legislators in announcing the bill.
