Four Philippines congressmen rejected the Senate proposal seeking to abolish the death penalty and announced plans to gather signatures for a resolution supporting the full implementation of capital punishment.
"There is strong clamour from many sectors of our society to fully implement the death penalty to deter crime in light of the fact that the death penalty law approved on Dec. 13, 1993 has not been fully implemented because of executive decisions made in the past froze or slowed down its implementation," Bukidnon Rep. Juan Miguel Zubiri said.
He noted that the slow and haphazard implementation of the death penalty has allowed only a small fraction of death row inmates to be executed since 1993.
