Senate President Pro Tempore Blas F. Ople, one of the lawmakers who voted for the re-imposition of capital punishment in 1994, said the new Congress that will be elected in May, should review the death penalty law and the amendment of the corresponding constitutional provision in the future. The senator said he has reconsidered his 1994 position on the capital punishment because it has failed to deter crime.
