Gennady Raikov, the leader of the new People's Party, stated that the party would consistently campaign for Russia to bring back the death penalty and outlaw homosexuality, explaining that the country had too high a crime rate to dispose of capital punishment. "The death penalty can be abolished somewhere where any murder is an extraordinary event. Our society is ready for this (the restoration of the death penalty). Strict punishment is bound to stop a whole series of crimes," Raikov said.
