German officials are negotiating with the Turkish government to extradite a Turk who is serving a four-year sentence in Germany for operating a terrorist organisation and calling for the murder of a rival, the German interior minister said.
The prisoner, Metin Kaplan, the leader of a banned terror group known as the Caliphate, is wanted in Turkey on charges of involvement in a failed 1998 plot to fly an airplane filled with explosives into the mausoleum of Kemal Ataturk, the founder of the Turkish republic, in Ankara.
German interior minister, Otto Schily, said that Germany had been holding "detailed conversations" with the Turkish government on the extradition. Schily said that Germany would like to carry out the extradition on completion of Kaplan's current sentence on condition that he not face the death penalty in Turkey and that he be treated according to appropriate human rights standards.
