Hands Off Cain's mission to India came to a conclusion. The event was part of a series of international missions to promote the presentation of a resolution for a universal moratorium on capital executions at this year's UN General Assembly.
The Hands Off Cain delegation, formed by SDI parliamentarian Enrico Buemi, Lombard regional councillor Alessandro Litta Modignani and HOC board member Anna Zammit, met members of the Indian Foreign Ministry in New Delhi as well as other Indian death penalty abolitionists.
"The objective is to have India abstain on a resolution for a universal moratorium on capital executions at the UN General Assembly," Buemi said during a press conference following talks with the Indian Foreign Ministry.
Buemi stated that New Delhi has in practice a pro moratorium stance considering that, as reported by the National Human Rights Commission of India, no executions have taken place in the country in the period between 1998-2001, a statement which could also be applied for the period since 2001, on which, however, no official data has yet been released.
Litta Modignani dwelled on the important role taken on by Italy, as currently holder of the EU presidency, in the fight against the death penalty. A motion committing the government in favour of a moratorium was in fact approved by the Italian Parliament on July 29, 2003.
The Hands Off Cain delegation then went from New Delhi to Colombo to obtain from Sri Lankan representatives assurances that the country would abstain at the UN General Assembly.
