Hong Kong signed an agreement with Thailand that allows convicts from either country to serve their sentences at home, provided the offence they have committed is a crime in both places. But there will be no reprieve for Hong Kong citizens sentenced to death by Thai courts, with the Security Bureau saying the pact had no bearing on the fate of prisoners facing execution.
