In 2000, 14 states introduced pro-abolition or pro-moratorium bills, because of the high number of miscarriages of justice. Alabama, Georgia, Illinois, Kentucky, Maryland, Missouri, Nebraska, New Hampshire, New Jersey, North Carolina, Oklahoma, Pennsylvania, Texas, and Washington, have all acknowledged the need to re-examine the capital punishment system. (see States) The City Council in places as widespread as Atlanta, Baltimore, Philadelphia and San Francisco - 31 cities in all - passed resolutions urging a moratorium on executions in their state.
