In 2001 Ireland held a referendum to amend the constitution to prohibitcapital punishment, which had been abolished and removed from the penal code in 1990. Amendment No. 21 will prevent the government from enacting ''any law providing for the imposition of the death penalty''. The result was 62 per cent in favour of removing the death penalty from the constitution and 37 per cent opposed.
