In Cheyenne, The Wyoming House of Representatives voted overwhelmingly this morning to ban the execution of juvenile offenders. House Bill 5, which would raise the minimum age for execution in Wyoming from 16 to 18, sailed through a floor vote 45-12. A hearing in the Senate Judiciary Committee is set for Monday, Feb. 23.
