in Columbia, the South Carolina state Senate has endorsed making rapists eligible for the death penalty.
Currently, the only crime eligible for the death penalty is murder in the state of South Carolina.
The proposal allows prosecutors to seek the death penalty for sex offenders who are convicted twice of raping a child younger than 11. The proposed legislation is known as "Jessica's Law", named after a 9-year-old Florida girl who was allegedly kidnapped and killed last year by a convicted sex offender. One other state, Louisiana, has a similar statute. It became law in 1995. Since then, 1 person was convicted. He's on death row.
