In February, it was reported that Uruguay was likely to accept Egypt's request to extradite Said Hazan al Mohammed, who was arrested at the end of January while attempting to enter Uruguay from Brazil, allegedly with a false Malaysian passport. He was suspected of involvement in the killing of 58 tourists in Luxor in 1997. Hector Gros, a former foreign minister and an adviser on the case to the Egyptian embassy said: "Uruguay has an important tradition of not accepting the death penalty, and although there is no treaty between Egypt and Uruguay on this, there does exist a bilateral norm on extradition."
