The Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions continued to receive reports of death sentences imposed by military and criminal tribunals that fall short of international standards and fail to respect safeguards established by the International Covenant on Civil and Political Rights. Reports claim that since October 1992, military courts that do not allow for the right to appeal have handed down 58 death sentences. It was asserted that the impartiality and independence of judges sitting on these courts is questionable and that defendants' rights to a fair trial and appeal are not being satisfied within the judicial system. The Special Rapporteur also received allegations regarding deaths in custody. (E/CN.4/1999/39/Add.1)
