In Helena, the House Judiciary Committee approved House Bill 529 on a 10-8 vote, sending it to the House floor next week for debate. The bill would end execution as a means of punishment and replace it with life in prison with no chance for parole.
All of the committee members voting against the bill were Republicans.
Reps. Mark Noennig, Billings, and Bruce Malcolm, Emigrant, were the two Republicans joining all the committee's Democrats in supporting the measure.
This is the second time in 2 legislative sessions that such a bill has reached the House floor. In 2001, the same measure was killed 64-36.
