In January 2003, Mexico appealed to the International Court of Justice, at The Hague to stop the execution of 51 Mexican citizens on death row in the United States. Mexico's Government argued that all 51 of its citizens should be retried because US authorities denied them assistance from Mexican consular officials. Mexico told the ICJ, a United Nations organ, that the US systematically breached the human rights of its citizens under the 1963 Vienna Convention on Consular Relations.
