In July, army Major Bernard Ntuyahaga, implicated in the murder of 10 Belgian peacekeepers during the first hours of Rwanda's 1994 genocide, faced extradition in Tanzania. One of his lawyers, Luc de Temmerman pledged to convince the Rwandan government to drop its extradition request and bring Maj. Ntuyahaga to Belgium for trial. For over a year, Belgian justice officials have attempted to bring the former Rwandan army officer to Brussels to face murder charges. Belgium served an extradition request on Tanzania shortly after Ntuyahaga surrendered to the Tanzania-based UN Tribunal last July. Ntuyahaga was released without acquittal in March after Belgian officials and UN prosecutors attempted to transfer his case to Brussels for trial. Judges ruled that the prosecutor drop charges against the accused, but that the court could not transfer him to any other authorities. The governments of Belgium and Rwanda filed dueling extradition requests after Ntuyahaga's release, but Tanzanian authorities opted to pursue the request from neighboring Rwanda, where the suspect is accused of ordering the murder of Prime Minister Agathe Uwilingiyimana and playing a major role in the 1994 genocide. If extradited, Ntuyahaga will be tried in a military court and could face the death penalty as a "category one" killer - which is how Rwanda's Penal Code defines planners and organizers of the country-wide massacres.
