In July, the General Affairs Council examined the European Commission's communication of December 1998 on "a new European Union policy towards the Republic of Korea." The Council welcomed the improvement in the human rights situation and would also welcome the release of remaining political prisoners, the abolition of the death penalty and the creation of an independent national Human Rights Commission with a broad mandate.
